be made that will directly benefit such property; requiring annual service
payments in lieu of taxes; designating a Municipal Public Improvement Tax
Increment Equivalent Fund for the deposit of such service payments; and
authorizing a compensation agreement with the Upper Arlington City School

activities for seniors, families, youth, and others on the site of the old
Lazarus/Macy’s store at Kingsdale Shopping Center, including landscaping
and making site improvements, acquiring land and interests in land, and
reimbursing prior expenditures of the City in connection with the same;
providing for the pledge of revenues from the city’s income tax to secure the
payment of principal of and interest on the securities; authorizing the use and
delivery of an official statement relating to the securities (Greenhill)
